An important meeting was held at Abai University as part of the ‘Law and Order’ initiative.

On November 19, 2025, at Abai Kazakh National Pedagogical University, an important event was held in support of the President’s national initiative “Law and Order.” The event was organized jointly with the university’s Anti-Corruption Compliance Service and the Sorbonne-Kazakhstan Institute.
As part of the program, Alik Zhatkambayevich Shpekbayev, former Chairman of the Anti-Corruption Agency of the Republic of Kazakhstan and Lieutenant General of Police, delivered a lecture on “Leadership” for the faculty and students.
During the meeting, Kurmangazy Madiev, head of the university’s Anti-Corruption Compliance Service, spoke in detail about corruption risks in society and emphasized the importance of comprehensive measures to combat them: conducting monitoring, risk analysis, developing an anti-corruption culture, and regulating conflicts of interest. In addition, participants were presented with information on the current work and concrete results achieved by the university in this area.
At the meeting, Alik Shpekbayev also focused extensively on corruption prevention. A video on this topic was shown, and the main directions of the concept for promoting the ideology of law and order in society for 2025–2030—based on Resolution No. 200 of the Government of the Republic of Kazakhstan dated April 1, 2025—were presented. The speaker paid special attention to modern aspects of anti-corruption behavior: principles of integrity, legality, and transparency.
In his address, the speaker referred to the spiritual and moral values passed down from generation to generation. Citing the famous quote of the great thinker Al-Farabi, “A person must first be given upbringing, not knowledge; knowledge without upbringing is the enemy of humanity,” he emphasized the importance of education, upbringing, law, and moral-spiritual values.
At the end of the event, Alik Shpekbayev urged students to uphold principles of honesty and justice, cultivate humanity and diligence, remain humble, respect elders, and show zero tolerance toward any manifestations of corruption.
For his contribution to the development of the country’s anti-corruption policy, active promotion of the values of honesty, justice, legality, and civic responsibility, as well as his support in shaping a culture of integrity among youth, Alik Shpekbayev was awarded the “Abai” breastplate.
It should be noted that in 2019, with the direct support of Alik Shpekbayev, two project offices were established at Abai University — the “Kindness Accelerator — Ambassador of Kindness” project at the Sorbonne-Kazakhstan Institute and the “Parassat” Center (Anti-Corruption Compliance Service). Today, these structures continue their work actively and effectively.
