The Department of the Agency for Civil Service Affairs in Almaty Held a Seminar-Training on the Topic «No to Corruption: One Step Towards a Clean Society»

On September 17, 2026, the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in Almaty (hereinafter referred to as the “Department”), jointly with the Almaty City Youth Policy Department and the Anti-Corruption Compliance Service of Abai Kazakh National Pedagogical University, held a seminar-training on the topic «No to Corruption: One Step Towards a Clean Society.»
The event was attended by the leadership of the Faculty of History and Law, members of the teaching staff, and students of the University.
During the meeting, Kurgangazy Madiyev, Head of the Anti-Corruption Compliance Service, addressed issues related to ensuring transparency, preventing conflicts of interest, preventing the illegal receipt of monetary rewards and gifts, and strengthening the principles of academic integrity.
Moldir Serikovna Zhabayeva, Chief Specialist of the Department’s Corruption Prevention Division, explained to the participants the importance of corruption prevention and spoke about conflicts of interest, the need to ensure transparency and fairness in the educational environment, and compliance with legislative requirements. She also explained the concept of corruption and its main forms.
In particular, it was explained that systemic corruption involves the creation by an official or a group of officials, in collusion with individuals, of a unified criminal scheme based on a common intent and aimed at obtaining benefits through the repeated commission of corruption-related offenses.
It was also noted that petty corruption arises in the course of interaction between ordinary citizens and public officials and may include, in particular, the offering of various gifts, services, and other benefits.
In addition, the participants were informed that academic integrity implies the honest, fair, and responsible completion of academic and research work by students. Particular attention was paid to the established restrictions concerning gifts, as well as the appropriate course of action in cases where gifts are received.
At the end of the meeting, the participants asked questions of interest and exchanged views on the formation and strengthening of an anti-corruption culture. Video materials on corruption prevention were also shown.
